Golf Cart Rules of the Road on Pleasure Island
Renting an LSV for the first time raises the same handful of questions almost every visitor asks. Here's the actual rule set, not the beach-town rumor version.
Where you can legally drive
Any public street on Carolina Beach or Kure Beach posted 35 mph or under. That covers essentially every residential and commercial street on the island — this isn't a restrictive rule in practice, since almost nothing on Pleasure Island is posted above 35 outside of a couple of connector roads.
Where you can't
- The beach itself, or the dunes. LSVs are road vehicles, not off-road vehicles — driving on sand or protected dune areas isn't a gray area, it's simply not permitted.
- Roads posted above 35 mph, including the stretch of US 421 where the limit exceeds it. NCGS §20-121.1 is the state law that grants LSVs road access in the first place, and the 35 mph ceiling is built into that permission — it's not a local add-on.
Who's allowed to drive
The driver must be 21 or older with a valid driver's license, and listed on the rental agreement. This isn't a soft guideline — it's the same license requirement as any other street-legal vehicle, because that's exactly what an LSV legally is. What the vehicle itself is required to have
Because LSVs are regulated as road vehicles, not recreational ones, they're required to carry the equipment a road vehicle needs: headlights, taillights, turn signals, mirrors, a horn, and belted seating for every passenger. That's also why an LSV can legally travel after dark and in traffic in a way a bare golf cart generally can't.
The short version
Stay on posted streets 35 mph and under, stay off the beach and dunes, keep the driver 21+ with a license, and the rest takes care of itself — LSVs are built and regulated specifically so that following the obvious rules is also the legal requirement.
